Customs and Border Protection Amends Regulations on Textile and Apparel Origin
Effective October 5, 2005, Customs and Border Protection (CBP) is eliminating the requirement that a textile declaration accompany imports of textiles and apparel products .
All entries of textile and apparel products are now required to identify the actual manufacturer of such products through a manufacturer identification code (MID). The manufacturer is the entity performing the origin conferring operations. The rules of origin generally provide that processing operations or assembly, as opposed to cutting components, confer country of origin.
The complete name and address of the manufacturer must be indicated on your customs documentation so that the MID can be constructed and transmitted to CBP.
This new requirement will better enable CBP to enforce trade in textile and apparel products. Importers must be able to demonstrate to CBP their use of reasonable care in determining the manufacturer. If incomplete or insufficient information is submitted, CBP may reject the entry or take other appropriate action.
